Introduction to Integrated Basin Development and Livelihood Promotion Programme

Integrated Basin Development and Livelihood Promotion Programme (IBDLP) envisions Mission Mode Interventions for promoting optimum and effective
development and utilization of Basin Resources of the State for ensuring Livelihood Security and Inclusive Growth in a Sustainable Framework. IBDLP is not
about preparing new schemes and implementing them for the needy. It is not about doling out subsidies and loans to the poor and needy beneficiaries. In fact,
there are no beneficiaries or subsidies under the IBDLP Framework. There are also no readymade schemes under IBDLP. IBDLP is all about partnership,
partnership between the Government and people. IBDLP is free to frame its own programmes and interventions on the basis of ground reality and local
requirements as long as it is within the stated framework of IBDLP.
Five Focus Areas of IBDLP:
1. Knowledge Management.
2. Natural Resource Management.
3. Entrepreneurship Promotion.
4. Livelihood creation.
5. Good Governance.
Mode of Implementation:
All interventions under IBDLP are in Mission Mode.
As of now 11 Missions are being implemented through IBDLP. More Livelihood Missions in those sectors that have the potential for creating sustainable
livelihood opportunities will be introduced from time to time. The 11 Missions presently being implemented are :
1. Aquaculture Mission.
2. Apiculture Mission.
3. Horticulture Mission.
4. Livestock Mission.
5. Weaving and Sericulture Mission.
6. Tourism Mission.
7. Renewable Energy Mission.
8. Forestry and Plantation Mission.
9. Organic Mission.
10. Water Mission.
11. Mission Green.
IBDLP follows an integrated approach wherein all necessary Interventions are made along identified value chains. It is a flagship programme of the
Government of Meghalaya, conceived and being executed for the overall economic development of the state by providing livelihood options to the rural people.
